Da Nang announced a plan for scientific and technological breakthroughs and digital transformation by 2045.
The Department of Science and Technology of Da Nang said that the Standing Committee of the City Party Committee has just issued Action Plan No. 21 to implement Resolution 57 of the Politburo on science and technology development, innovation and national digital transformation. This is an important document replacing the two old plans of Da Nang and Quang Nam, and at the same time updating the orientation from the Central Steering Committee 57, opening a new phase for the city's development.
In this plan, Da Nang sets very ambitious goals with a series of major initiatives, notably the Digital Twin model for smart urban management, the Smart Financial Center to serve the boom of the digital economy, and the Smart Free Trade Center to enhance international trade connections. The city also sets up 65 specific targets for the period up to 2030, of which 8 targets exceed the Central Government's requirements. For example, the digital economy is expected to account for 35 to 40% of the city's GRDP, instead of 30% as the general orientation; at least 10 science and technology projects each year win national or regional awards, three times higher than the general target; and 95% of administrative procedures are processed online. Not only that, the rate of online payment in public services is targeted at 90%, while the Central Government only requires 80%.
Notably, Da Nang also aims to establish at least one digital technology enterprise of international stature, deploy two new submarine optical cable lines, and build more centralized information technology zones, international data transfer stations, and international data centers. The city also sets out breakthrough directions such as testing technology sandboxes, trading digital assets using Non-Fungible Token , or setting a target of digital economy accounting for 20% in each industry and field.
The action plan also outlines a longer-term vision to 2045 with 48 specific targets. The city hopes to attract a team of leading experts, scientists and technology engineers, forming "expert clusters" to create new momentum. Each year, Da Nang strives to have at least 800 international scientific articles and 1,800 applied research articles related to innovation, 150 innovation projects supported by the city budget, and 10 works winning national or regional awards. By 2045, Da Nang aims for the digital economy to account for 60% of GRDP along with at least two digital technology enterprises on par with advanced countries.
