The two key considerations for the minimum exemption are: 1. It must be indexed to inflation to remain relevant in the long term. 2. It provides a practical, bipartisan solution that balances innovation and fairness. I believe it is important to make progress through the implementation of reasonable pro-Bitcoin and digital asset policies. P.S.: Although the impact on revenue is small, it may be important to fund 'pay for' to ensure that the minimum proposal is not canceled."
